The objective of the FAO IMOLA project was to improve the livelihoods of the people dependent on the lagoon system in Thua Thien Hue. The focus was on the activities encompassing the entire lagoon system of Thua Thien Hue. The project assisted the Provincial People’s Committee (PPC) of Hue province and its Fisheries department in formulating a strategy for sustainable lagoon management through the Integrated Lagoon Management plan. This was built on an understanding of the current status of the physical and ecological systems as well as the livelihoods of the people around the lagoon.
Accordingly, the project employed participatory methodology aimed at strengthening provincial institutional capacity. Emphasis was placed on the sustainable use of hydro-biological resources and the improvement of the livelihoods of the poor in the area. The time-frame for the implementation was three years, incorporating three phases: the survey, formulation of the management plan and preparation of the management plan.
