In 2006 the World Bank supported MARD in preparing the Vietnam Food Safety and Agricultural Health Action Plan and it commissioned FAO to conduct on a study on the Competitiveness of the Livestock Sector in Vietnam. The Livestock Competitiveness and Food Safety Project (LIFSAP) is the logical continuation of this program of action to address the livestock competitiveness and food safety issues facing Vietnam.

The project's gender target included addressing women as major contributors. Training activities included extension and veterinary and targeted the female and especially female ethnic minorities.
