The program has been designed to assist the Government address key constraints in the agriculture sector regarding productivity and competitiveness with an emphasis on small farmers. The long-term goals of the policy loan are to increase agricultural growth on a sustainable basis, create employment opportunities, and reduce poverty in the rural areas. Beneficiaries will be provided with opportunities to increase crop yields and diversity, incomes, and employment and improve their quality of life through the promotion of support services. Private sector agro-industries will be provided with incentives to increase investment and employment.
Its specific objectives include to improve agricultural research and extension that will increase in the form of crop and product diversification, and to partially meet the market information and financing gaps of agro-industry SMEs that will increase their competitiveness. The policy loan consists of two components: (i) strengthening of science and technology (agricultural research and extension); and (ii) promoting agro-industry development.
