The project's objective was to support the government in the proposed policy and institutional reform measures in the agriculture sector through the following:
Strengthening of MAFF's institutional capacity in agricultural policy planning, program budgeting and marketing services;
Further divestment of state-owned public enterprises in the agriculture sector; and
Establishment and development of national agricultural research and extension systems.
