Project Information

The project's overall objective was help the government ensure that the poor in upland communes of four provinces achieve sustainable livelihood with an improving quality of life resulting in a reduction of the incidence of poverty in the project area.

Immediate objectives were to:

• Improve household food security in a sustainable manner;
• Improve household income of the poor through improved and better quality on-farm productivity and off-farm income generating opportunities;
• Develop community capacity to utilize and manage scarce resources;
• Strengthen the capacities of service-providing institutions (both government and others) to respond to grassroots initiatives so that they can deliver improved services in upland communes; and
• Transfer project implementation knowledge to provincial staff.

The project scope consisted of five components: (i) household food security; (ii) income generation; (iii) community development; (iv) institution strengthening; and (v) project management.

Expected outputs were:

• Improved household food security
• Improved household incomes
• Enhanced resources management capacity of upland communes
• Strengthened capacity of institutions to deliver services in upland communes
