The objective of the TA was to formulate a project aimed at reducing the incidence of poverty among the rural population in the Central Region of Vietnam by increasing food security, and income and employment opportunities of poor households and vulnerable groups in the project area. Crosscutting issues of gender, ethnic minorities, and sustainable natural resource management also will be addressed. The TA sought to assess the scope, components, costs, economic and financial viability, social and environmental effects, institutional capacities and needs, implementation arrangements, and operation and maintenance requirements for the project. It defined appropriate mechanisms and criteria for targeting poverty, selection of project villages, beneficiaries and identification of indicative sub-projects.
