Project Information

The project's overall objective was to test the appropriateness and effectiveness of NMPRP operational planning frameworks, strategies, activities, regulations and processed as a means to maximize operational efficiency and the socially equitable impact of community participation in interventions under the Northern Mountainous Poverty Reduction Project (NMPRP). Its immediate objectives were:

• Provide financial and operational support to the implementation of NMPRP pilot activities in the Suoi To and Phong Lap communes in accordance with current NMPRP strategies and procedures, with a view to generate village level impacts in accordance with NMPRP objectives;
• Provide targeted training and capacity building support to village, commune and district level stakeholders, with a view to maximize community participation, targeting of interventions at the most disadvantaged communities, and implementation efficiency;
• Monitor and document the application of NMPRP strategies, procedures and processes, with a view to generate learning from implementation of the pilot interventions; and
• Facilitate a process of evaluation by all stakeholders of the experience gained from the implementation of community based planning systems and pilot interventions, with a view to ensure that learning is fed back to the larger NMPRP and that NMPRP strategies, procedures and processed are adapted accordingly
  

The project targeted poor and ethnic minorities households, local partner and community organizations, and women farmers.
