The NAPA aimed to contribute to poverty alleviation and rural development through agriculture by providing strategic guidance for the coherent and effective implementation of the agricultural component of the NSPARD through a comprehensive agricultural and rural development plan which would include proposals for investment priorities and profiles, reforms of key policies and institutions and human resources development.
